DELIVERING MUCH-NEEDED HOMES
The proposed development would deliver between 130-150 new homes, making a significant contribution to the Borough’s housing supply.
This equates to around 15–20% of Epsom and Ewell’s annual housing target delivered through a single project, helping to address housing need in a timely and efficient way.

PROVIDING AFFORDABLE HOUSING
The scheme would deliver 40% affordable housing, supporting local people and families in accessing high-quality, well-designed homes within the Borough.

ENABLING HIGH-QUALITY SPORTS FACILITIES
The residential element of the scheme is essential to unlock the funding required to deliver state-of-the-art sports facilities.
This balanced approach ensures that high-quality community infrastructure can be delivered without reliance on public funding.

REDUCE COUNCIL BURDEN AND ADDRESSING SHORTFALLS
As Epsom and Ewell Sports Park CIC would take the responsibility to manage the site. The project would reduce ongoing management costs for the local authority while helping to address the current shortfall of playing pitches within Epsom and Ewell Borough.

MAXIMISING HEALTH AND WELLBEING BENEFITS
The proposed development will maximise health and wellbeing benefits for the local community by providing high-quality, accessible sports facilities that encourage participation across all age groups.
The scheme promotes active lifestyles, helping to improve both physical and mental health outcomes while supporting long-term community wellbeing.

DELIVERING A LASTING COMMUNITY LEGACY
This is a once-in-a-generation opportunity to create a lasting legacy for sport in Epsom and Ewell.
By securing a permanent home for Epsom & Ewell FC and The Downs Netball Club, the development will ensure long-term stability for local sports clubs and safeguard their future within the Borough.

SUPPORTING GRASSROOTS AND ELITE SPORT
The new facilities will support both grassroots and elite-level sport, providing modern, inclusive spaces for training, competition, and community use.
The development will enable clubs to grow participation, improve coaching standards, and attract future investment into local sport.

GENERATING SIGNIFICANT FINANCIAL BENEFITS
The project would generate a substantial capital receipt for Epsom and Ewell Borough Council, estimated to be in the region of £10 million net.
In addition, the development would increase the site’s land value by approximately £20–25 million and generate Community Infrastructure Levy (CIL) funding for the Council. These financial benefits would help support wider public services and local infrastructure.

SECURING FUNDING FOR SPORTS FACILITIES
The proposed development removes uncertainty around funding for the sports facilities.
By enabling private investment and unlocking grant funding, the scheme ensures that high-quality sports provision can be delivered without placing additional financial pressure on the Council.

CONSISTENT WITH GREEN BELT POLICY
The principle of providing outdoor sports facilities is entirely consistent with national and local Green Belt policy.
The site would remain in open use, with development carefully balanced to protect openness while delivering clear community benefits.

MANAGING ACCESS AND PARKING
The site includes on-site parking, ensuring that local residential roads are not adversely affected.
Access to the site is already established within the existing road network, meaning no new strategic access routes are required.

ENVIRONMENTAL AND ECOLOGICAL BENEFITS
The project has the potential to deliver nature conservation benefits, including enhanced planting along the nature trail and site boundaries.
By retaining the site as open use, the development would result in little or no impact on flooding or drainage, supporting sustainable land management.
